For some of the serious diseases, normally common medicine will have no effect at all. They cannot be cured with ordinary medicine. Such grave diseases should be treated with some special medicines. But those medicines, though capable of curing deadly diseases may at times prove to be dangerous. Still, as the situation is desperate for the patient, doctors take the risk of administering those dangerous medicines. Just like this some of the serious problems which pose immediate danger should be tackled with desperate solutions. Such methods or means may be risky. But the problem will get worse if strong remedial measures are not taken. The proverb means that desperate problems must be always offers permanent solutions in spite of the risk it imposes.
