Forewarned Is Forearmed.

If one is warned that a disaster is about to strike or befall him, he can take necessary precautions. But if no such warning is given he would be defeated in a surprise attack. Similarly in the case of military attacks if warning is given, the troops can take the adequate precautions. Many calamities in life can be avoided if we know them beforehand. This is the basic strategy in martial arts like judo and karate. Even though both opponents are equally proficient, the one who employs the more surprising tactics wins. If a country plans to attack another, in ancient times, it used to do so by surprise. If attacked all on a sudden, the othercountry cannot take proper defensive measures. So kings used to send spies to find out the moves of neighboring countries whether they are planning for any attack or not. Any disaster will become less dangerous if warned about it early.
